Why do construction activities stall at 90% complete?
Because subjective progress is optimistic in a predictable direction. The first 80% is visible and easy to claim; the last 20% is fiddly and hard to see, so it gets rounded up — every week. It is a measurement failure before it is a performance one.
The mechanism, which is not laziness
Nobody sets out to misreport. But when percent-complete is a judgement, it behaves like an opinion — and opinions about your own work are optimistic in a specific, repeatable way.
The visible bulk of an activity goes quickly and is easy to claim. What remains is the unglamorous tail: the terminations, the making-good, the last three penetrations nobody can reach. It is genuinely hard to see, so it gets rounded up. And it gets rounded up again next week. The activity reports 90%, then 92%, then 92% — while the remaining work turns out to be a third of the job.
Why it is expensive
The forecast is built on the reported progress, so the forecast is wrong in the same direction every month. And because every activity is drifting the same way, the errors do not cancel — they accumulate, quietly, until they all arrive at once and everybody is surprised together.
Meanwhile payment applications are certified against the same number. Inflated progress is not a win; it is a loan at a bad rate, and the clawback lands at the worst available moment.
The fix is not more honesty
It is removing the opportunity for optimism. Measure percent-complete against physical milestones or installed quantities against the bill of quantities. Fifty cubic metres poured of two hundred is 40%, whether or not anyone is pleased about it.
And set the rule BEFORE the work starts, while nobody has a reason to prefer one answer. Decided afterwards, it will be decided by whoever needs the number — which is not a measurement method, it is a negotiation with a spreadsheet attached.
