Muster Roll
The list used at an evacuation assembly point to account for everyone on site. It must be read from the LIVE gate log, not from a printed roster — and the gap that kills is always visitors and new inductions.
A printed roster describes yesterday. An evacuation is about today, and specifically about the people who are least like yesterday: the visitor who arrived at nine, the newly-inducted worker on his first shift, the delivery driver in the loading bay. Precisely the people who do not know where the assembly point is.
And on a site with twenty subcontractors, siloed attendance produces twenty correct answers and no usable one. At an assembly point, twenty correct answers is the same as none.
