Submittal
A document the contractor submits for the consultant’s review before proceeding — shop drawings, material samples, method statements, calculations. Approval is a precondition of the work, which makes the review clock a schedule risk.
The failure mode is the rejection cycle. A submittal rejected for a fixable reason goes back, gets revised, and returns — and each loop consumes the consultant’s full review period again. Two rejections on a critical submittal can cost more calendar than the work itself.
And the contractual subtlety that catches people: approval of a submittal generally does not relieve the contractor of responsibility for the design or the work. It confirms conformity with the design intent; it does not transfer liability. A contractor that treats an approval as a warranty has misread the clause.
