What is ICV certification?
In-Country Value certification — a UAE programme scoring how much of a supplier’s economic value stays in the country: local spend, Emirati employment, investment, local sourcing. It is tied to audited financials, carries a 14-month validity, and increasingly it does not just influence awards. It gates them.
What it actually measures
Goods and services sourced in-country, investment in local assets, the proportion of the workforce that is Emirati, and value added locally. The score is calculated from audited financial statements, which is what stops it being a marketing claim.
The certificate is issued against a specific financial year and is valid for 14 months from the date of the audited financials — which means it expires on a rolling basis, not on a neat annual cycle, and expiry sneaks up on people who are tracking calendar years.
Why it belongs in the vendor master, not a folder
Because it expires, and because a lapsed ICV certificate can affect eligibility on the tenders it applies to. A subcontractor whose certificate expired last month is not a subcontractor you can freely award to, and finding that out at award is finding it out late.
So it gets tracked like insurance and like the trade licence: a date, an owner, an alert. Unglamorous, and the reason unglamorous things exist.
And it changes who wins
Where ICV is applied to an evaluation, it shifts the weighting away from pure price. A bidder with a strong ICV score can win against a cheaper competitor — which is the entire policy intent, and which means it belongs in the shortlisting screen alongside the performance score, not in a compliance file nobody opens.
If your tender committee cannot see it when they are deciding, it is not part of the decision. It is just a document you collected.
