What is issue-to-site, and why does it matter?
Drawing material against a specific work order and location, with a signature — rather than “some rebar for level three”. It matters because consumption attributed to an activity is the only thing that makes waste measurable, and unmeasured waste is simply normal.
The difference between a record and a story
“Some rebar for level three, for Ahmed” is not an issue record. It is a story about rebar. It tells you the material left the laydown and nothing else — not how much, not for what, not against which activity.
An issue-to-site record says: 2.4 tonnes of T16, to activity C-04, level 3, zone B, signed for. That is a record, and it can be subtracted from something.
Why it is the whole ballgame for waste
Material waste runs above ten per cent of purchased quantity on a typical project, and site studies routinely find actual wastage at roughly double the allowance carried in the estimate.
But you can only see that if consumption is attributed. Issue material against an activity, compare it to what that activity should have consumed, and the overrun is a number on a screen. Issue it against a person and a floor, and there is nothing to compare it to — so the overrun is invisible, and therefore normal, and a site that has never seen its waste will not reduce it. Not because it does not care, but because there is nothing to aim at.
It also closes the theft gap
You cannot miss what you never logged. Unrecorded stock cannot go missing in any operational sense — its absence produces no signal, anywhere, ever.
Issue-to-site is what turns the laydown from a pile into a ledger. Received, minus issued, minus what is physically there, equals shrinkage. Without the middle term, that equation has no solution, and the site will genuinely not know whether anything was stolen at all.
