Why track source of funds separately from the budget?

Because a budget answers what may be spent, and a funding source answers whose money it is. Equity, senior debt, a grant and a specific loan tranche each carry their own drawdown schedule and their own conditions on what they may be spent against — and a grant with an eligible-cost definition will not pay for an item charged to it in error. That is discovered at the audit, long after the money has gone.

Two different questions

A budget line is an authorisation: this package may spend this much. A funding source is an origin: this money came from here, on these terms.

On a self-funded project the distinction is academic. On a funded one it is the difference between a clean audit and a clawback — and most capital projects of any size are funded ones.

What goes wrong when they are collapsed

Three failures, and none of them is visible in a budget report:

  • Ineligible spend. A grant or a facility defines what it may be spent on. Charge an ineligible item to it and the money is repayable, at the audit, with interest and without warning.
  • Drawdown blindness. Being 60% through the budget but 85% through the tranche funding it is a cashflow event with a date on it. A budget report cannot see it, because a budget report is not looking at where the money came from.
  • Condition breaches. Facilities carry conditions — milestones, cover ratios, certification requirements. A drawdown requested against unmet conditions is refused, and the refusal arrives when the contractor is expecting payment.

The fix is structural, not procedural

The funding source travels with the budget line, and the drawdown is tracked against the spend rather than reconciled against it afterwards. Eligibility conditions are attached where they exist, so an ineligible charge is a question at the point of coding rather than a finding at the audit.

None of this is sophisticated. It is simply a column that most cost systems never had, on a question they were never asked to answer.
