Why do GCC authority approvals slip, and how do you sequence them?

An approval that is not on the programme has no duration to consume, no float to erode, and no variance to report. So it is on time — right up until the day it is catastrophically not, and by then the discovery is made by someone who cannot do anything about it.
Put approvals on the programme, with durations, owners and predecessors. That single change converts a silent failure into a visible one, months earlier.
Document completeness dominates cycle time
Approvals are rejected for missing documents, inconsistent drawings, a stamp from the wrong entity, a form completed against last year’s template. Each rejection is a resubmission loop of days or weeks — and those loops consume far more calendar than any authority’s actual review does.
Which means the lever is not chasing harder. Chasing does not shorten a resubmission loop; it only makes you feel active during one. The lever is submitting complete the first time, which requires knowing in advance exactly what complete means for this authority, this type, this year.
And extract the sequencing knowledge early
Which NOC is prerequisite to which. That chain lives in one person’s head, and the project will find this out when they are unavailable.
Build the register at mobilisation: every authority, every approval type, prerequisites, document set, owner, target dates. And note what we deliberately do not tell you — how long any specific authority takes. Those times are volatile, they differ by emirate, and any number published on a web page will be wrong within a year. Get them from someone who submitted last month.
