The licensed maintenance contract is the foundation

Under Ministerial Resolution 505/2012, fire-system maintenance and inspection must be carried out by a company licensed by civil defence. The building owner holds an annual maintenance contract with such a firm — this is not optional, and it is not satisfied by a competent in-house team.

Inspection frequency is risk-tiered by building type, and annual conformity certification applies on top of the maintenance regime.

The penalties, and why we quote a range

The Resolution sets a schedule of fines running from around AED 500 to AED 50,000, and the amount depends on the specific violation — which is why the range is the honest way to state it. Alongside the fines sits the more serious power: closure, where danger is judged imminent.

A closure order is not a fine. It is a building that cannot trade.

What civil defence actually asks for

The evidence. Dated inspection reports, the licensed contractor’s credentials, test records, certificates, and the corrective actions raised against anything that failed — closed, and closed with proof.

The doctrine is the same one every regulator applies, and it is worth stating plainly: undocumented means it did not happen. A device that was tested, failed, and was quietly fixed with no record is, from the inspector’s side of the desk, a device that was never tested at all. Comparable civil-defence regimes operate across the GCC, with local variation.
