Witness Point
A point at which the client or consultant has the right to attend and observe an inspection or test — but where the work may proceed if they choose not to, having been given proper notice.
The distinction from a hold point is exactly that: a witness point is an invitation, a hold point is a stop. Confusing them produces either an unnecessary bottleneck or an unauthorised pour, and both are avoidable by reading the ITP.
The obligation that does bind the contractor is the notice. Give the required notice, record that you gave it, and the work may proceed if nobody turns up. Fail to give it, and you have converted a witness point into a non-conformance.
