WIR (Work Inspection Request)
The contractor’s formal request for the consultant to inspect completed work. Its first-time pass rate is one of the most honest quality metrics a project produces, because nobody can argue with it.
A WIR that fails costs a re-inspection, a delay, and — if it was a hold point — a stopped work face. Which makes the first-time pass rate a direct measure of whether the work is being done right before it is offered, rather than offered and then corrected.
It is also unusually resistant to manipulation. You can spin most quality metrics; it is quite hard to spin the fact that the consultant rejected the work.
