Transmittal
The formal record of a document being issued from one party to another — what was sent, to whom, when, at what revision, and for what purpose. It is the proof of issue, and its absence is the proof of nothing.
A transmittal answers the question that decides a great many disputes: did they have the drawing, and when? “We sent it” is an assertion. A transmittal is a record.
It is also the control that prevents the most expensive documentation failure there is — a trade building from a superseded revision. The distribution matrix says who should receive what; the transmittal proves they did.
